C'est vrai que la langue évolue. Si à l'époque de ce texte on aurait préféré "not so... as..." à la forme négative, et "not as... as.." à la forme affirmative, de nos jours on trouve les deux.
Mais comme tu as écrit "nor,... so decided as..." il est curieux d'avoir "nor ... as firm as", d'autant plus que le "nor" est commun aux deux.
