So I like your translation better than the more word-for-word "That someone would be mean to you," he said, "is strange (bizarre)." I would just touch it up a bit with <<"It's hard to understand why anyone would be mean to you." He said.>> I think that's a little closer to what Elvestad meant and how he might have written it in English.
