Right now in France, Japanese toilets (heated, with a bidet spray, hygienic, ergonomically designed, comfortable, and energy-efficient) are all the rage among the middle and upper classes, though they’re still quite expensive.
It’s also true that in restrooms along French public roads, you still find unheated “squat toilets”—poorly lit, rarely cleaned, and shared with spiders and flies (kids hate stopping there; to them, it’s like the Stone Age); along private highways, the restrooms are significantly more comfortable.

Pierre, thank you for your thoughtful suggestion. I'm well aware that Europe lacks many of the amenities and conveniences of life that Americans take for granted. While an international campaign to help needy Europeans by lending toilet seats to them will, in all likelihood, be responded to positively and eagerly by the American public, I'm afraid that the incompatibility of the metric system and the US system of measurements with its feet and inches will stand in the way of responding to the needs of the European elderly at this time. It also strikes me that the actual toilets in some of the less developed countries in Europe consist merely of a hole with a few steps for the feet. I don't think a US-style seat riser can be fitted easily with such equipment. Likewise, the bidets you are familiar with are not readily matched by US toilet risers, either. I think it would be best if the EU developed an indigenous industry of toilet risers to meet the needs of people with disabilities in that part of the world.
