Normally, 'hie und da' which is an expression of 'location' would translate to 'here and there', but in this case, it wouldn't really make sense in English. You really need the expression of time - hence, 'now and then', or 'from time to time'.

Man würde 'here and there' verwenden, um zu beschreiben wo Sachen sind. Zum Beispiel, 'There were flowers dotted here and there across the meadow'.
