Hello Tom - I've been thinking about this one for a while and finally have come up with this expression :

The weather had also put on its Sunday best; it was an unusual early spring day with a transparent light that brought the distant hills closer - . . . .

I understand it to be saying that the weather was showing its best side just as one gets dressed in one's best clothes on a Sunday, and that it was an unusual day for early spring . . . that is to say, the weather is not usually this good and the light not usually so transparent.
