I saw the definition of scheel, but I didn't see how it would fit. It's not that he's looking askance or the eye is crooked that bothers him - it's that the eye is ugly and odd. I recall the humorous expression: Er ist ein schräger Vogel (lach); in English it means something like "odd bird". So I'm thinking scheel means something like schräg, so I'll settle for "odd". I agree "evil" was too far afield. grins
